Help!!!

I need your help fellow Bloggers. Where in the heck or how in the heck do you learn how to Blog? Is there a book I should buy or borrow from the Library? I want to be able to change my background, header and all the other gadgets that come with the design. I feel like I am following the instructions but getting no where?
